It is an independent city — legally separate from both Henrico County (which surrounds it to the north and east) and Chesterfield County (which borders it to the south and west). This creates the Richmond metro's defining records search challenge: three large separate jurisdictions — Richmond city, Henrico County, and Chesterfield County — each with their own independent court systems, and "Richmond address" is often applied loosely to addresses that may actually be in Henrico or Chesterfield.

The reliable confirmation method is the Virginia Beach City/County lookup or checking the specific ZIP code against Henrico County's list of ZIP codes. The 23173, 23220, 23221, 23222, 23223, 23224, 23225, 23226, 23227, 23230, 23231, 23234, 23235 ZIP codes are among those primarily within Richmond city limits. ZIPs in the 23060, 23233, 23294, 23060 range are often Henrico County.

Richmond city and Henrico County are entirely separate court systems
